The Autoridade Nacional Reguladora de Medicamentos (ANARME) has received formal recognition from Health Minister Ussene Isse for reaching WHO Maturity Level 3 (ML3), a milestone in the development of national regulatory systems.
Speaking at the opening of the 51st Health Coordinating Council in Beira, Sofala Province, on 10 September 2026, Isse described the achievement as one of the sector’s greatest accomplishments in recent years, citing its significance for strengthening the regulation of medicines and health products in Mozambique. He invited delegates to applaud the result in recognition of the work carried out by ANARME and its staff.
Maturity Level 3 indicates that a regulatory authority has established stable structures, processes and competencies for regulatory functions, with documented evidence of sustained performance. The designation covers medicines and imported vaccines. ANARME becomes the tenth African regulatory authority to reach this level and the first in a Portuguese-speaking African country.
The milestone was achieved under the leadership of Tânia Vuyeya Sitoie, President of ANARME’s Board of Administration, following a national regulatory capacity strengthening process.
The Health Coordinating Council, the sector’s main planning meeting, is examining progress, challenges and priorities including quality of care, maternal and neonatal mortality reduction, and combating illicit charges, poor service and medicine diversion in health facilities. The meeting runs under the theme “For a quality and humane National Health Service for all”.
