Somalia Enters a New Era of Pharmaceutical Regulation: Historic Achievement Marks Dr. Farah Mohamed Sharawe's Leadership Legacy

Somalia has reached a major milestone in pharmaceutical governance following the enactment of Law No. 55 of 2026, establishing the legal framework for the National Medicines and Medical Devices Regulatory Authority.

The legislation, officially published in October 2026, marks a significant step toward restoring pharmaceutical oversight after more than three decades of institutional challenges following the collapse of Somalia’s central government in 1991.

The achievement represents an important milestone in the leadership of Dr. Farah Mohamed Sharawe, Acting Director-General of Somalia’s National Medicines Regulatory Authority, who has played a central role in developing the institution and advancing the country’s pharmaceutical regulatory reforms.

According to accounts of the reform process, Dr. Sharawe’s efforts faced considerable resistance from sections of Somalia’s pharmaceutical business community, including reported pressure aimed at halting the legislation and preventing the establishment of a stronger regulatory system.

Despite these challenges, Dr. Sharawe continued pursuing the reforms, supported by the country’s political leadership.

The President of the Federal Republic of Somalia and the Prime Minister demonstrated their commitment to safeguarding public health by supporting efforts to establish a regulated pharmaceutical environment. The Council of Ministers, the Minister of Health, and Members of the Federal Parliament also played important roles in reinforcing Dr. Sharawe’s efforts and advancing the legislation.

The new legal framework provides a foundation for strengthening medicine registration, pharmaceutical licensing, importation controls, quality assurance, and measures to combat substandard and falsified medical products.

The legislation is expected to contribute to greater accountability in Somalia’s pharmaceutical sector, although its success will depend on effective implementation and sustained institutional support.

Drug Eye Africa recognizes Dr. Farah Mohamed Sharawe’s determination and leadership, alongside the political commitment that helped advance this historic reform.

The enactment of Law No. 55 represents a significant step toward a safer, more transparent, and accountable pharmaceutical sector, placing patient safety and public health at the centre of Somalia’s regulatory development.
